I have a quick question regarding whether or not a game I played with my brother is drawn, or still going on. As the game was winding down, my brother moved. I then immediately offered a draw, and he said he'd "think about it." I then made my move. As soon as I did this, I realized that I would win the game, rendering my offer of a draw unbelievably stupid. We both agreed that since I made the move and took my hand off the piece, that the move had to stand. My brother then accepted my previous offer for a draw.
My question is, does my having made a move override my draw offer? Am I even technically allowed to offer a draw before I make a move? Am I obligated to wait for him to explicitly accept or reject my offer before making my move? (We weren't playing with any sort of clock.) I've looked at the laws of chess and can't seem to find a definitive answer. Any help would be greatly appreciated!
