I think you are referring to Yasser Seirawan's book Winning Chess Openings. In Chapter 7, An Opening Solution, he has a sub-para entitled "Building a House." The opening advocated is white playing Nf3, g3, Bg2, 0-0 in that order. If I'm not mistaken this can lead to a multitude of openings depending on how Black choses to respond. Seirawan himself shows the Barzca, Closed French, King's Indian Attack among others.
