Click "User CP" (=User Control Panel) in the top bar. Then click "Edit Options" in the menu on the left. Scroll down a little and you'll see this:
Private Messaging
This forum features a private messaging system, which allows members to send messages to one another privately.
If you do not want to send or receive private messages, you may disable the private messaging system.
[ ] Enable Private Messaging
Make sure a check appears at "Enable Private Messaging"; that ought to do 
EDIT:
Oh and don't forget to scroll way down and click "Save Changes".
