It appears that the book was recently translated into English.
The Product review which appear in several websites indicated that the book is a lost masterpiece of Soviet chess literature. The original date of publication was 1956. Lipnitsky passed away a few years later.
Lipnitsky was a companion and chess rival of David Bronstein in Kiev.
One review indicated that the book is the missing link between My System and chess today.
