to make a plan first look at the pawn structure for both sides, usually pawn structure dictates the right plan

You usually come up with a plan around any time between middle and end but its not always like that. If you had a high level player they may stop you from doing any plan. You really get a plan around any time but usually middle and end. Your welcome!

at the course of the game a plan could change, right from the opening there could already be a plan, for example as white facing the sicilian dragon, usually against the dragon, the move set ups of white in the opening are, qd2,0-0-0, f3, h4, g4, white moves this way because of a plan to attack
